PDF with room for VHF radio

Any recommendations for a kayaking PDF that has a pocket or provisions for carrying a VHF radio? Ideally it would have a place to store a waterproof/floating radio (which are slightly larger than most radios) and room for a few other safety items. While not a requirement it would also be nice if it either had or was upgradable to support a rescue system.
